Human Rights Impact Assessment (HRIA)
We continuously assess and disclose the impact of our business on the human rights of performers, users, and stakeholders, in accordance with the UN Guiding Principles on Business and Human Rights (UNGPs). Comments and observations are welcome via our public consultation desk.
UNGPs four requirements

Support for Exiting Economic Dependency
This is the human rights theme we prioritise most. Being financially cornered strips away a person's freedom of decision itself. It is the situation in which the "potential human rights impacts" referred to in the UNGPs are most likely to arise, and we treat it not as a business risk but as an issue we are obliged to address.
Policy
- 01Where someone enquires about registering while carrying debt, we direct them to public support services before we present any registration path: the Women's Consultation Support Centre (#8778), the Police Consultation Line (#9110), the Consumer Hotline (188) and the Japan Legal Support Centre (0570-078374). We recommend resolving the debt legally first, and we do not encourage registration undertaken for the purpose of earning to repay a debt.
- 02For those who need a place to work or a home-working environment, we provide it on rental terms that are stated in advance. The rent appears as a separate line item on every payment statement, so that the amount and the deduction history remain on record for both the individual and the company. We do not provide accommodation free of charge, nor do we make it conditional on continued activity.
- 03The relationship between the company and a streamer is one of registration, not employment. Whether, how often, in what form and for how long to be active are decisions that belong to the individual. No penalty or cancellation fee applies to suspending activity or ending registration.
- 04We do not use advances or loans to create dependency. Where equipment support is provided, the terms and the method of recovery are stated in advance and recorded on the payment statement.
- 05We do not disclose an individual's real name or activity to third parties without their consent, and we do not ask registered streamers to refer acquaintances.
Note: Streaming is conducted by each streamer under their own direct relationship with an overseas platform. Our scope of work is receiving remuneration on their behalf together with administrative and accounting support.

Message from the operator
This business depends on demand. So before we turn our attention to performers seeking to earn income, the first people we must face are our users. People who approach sensuality with reason, unlock their five senses within their own online environment, and sometimes enjoy a sixth sense found through sensuality — 18LIVER exists for the people who seek that kind of entertainment that lets them set everyday life aside. As we work day to day with our performers, we feel this: regardless of gender, choosing to live with the sensual appeal one was born with — as a performer, on the same footing as fashion or art — how much that choice is honored by society is, in the end, the whole of this business. We see this as a physiological matter, equally for women and for men. Expressing one's own appeal online without inconveniencing anyone. Those who wish to watch doing so under their own reason. This is, fundamentally, a very natural human activity. We have long been uncomfortable with the culture that lumps everything together as "porn" or "adult." That is why at 18LIVER, we want to honor expressions like "sexy," "alluring," and "erotic." We have been involved with this world for more than 30 years, since the dawn of the worldwide internet. The world of mature content has, as a social structure, already entered its maturity. And within that maturity, there are things general society could learn from — many, many forms of mutual aid that arose from genuine need. Rather than coming from young operators like us, this is something the gentlemen who use our service understand best. Precisely because this content has reached structural maturity, we make three promises. We listen, properly. We improve, properly. We disclose, properly. To those who do not engage with this industry as part of the mainstream, we wish to convey the meaning of why it continues to exist — correctly. This, we believe, is a social responsibility we cannot avoid, if 18LIVER is to take root as one form of culture. Looking out at the world, there are people who spare no advocacy or awareness-raising for the sake of human progress. We will keep a careful eye on the activities of such organizations and bodies, and engage in whatever ways are within our reach. Actions taken in this period
- Launched the public consultation desk (/consult), establishing a system to respond to inquiries from non-logged-in visitors within 2 business days. - Built a self-managed credential UI for performers to view, copy, and self-deactivate their own platform IDs and passwords. - Implemented a referral-link feature on the performer portal (5% for 12 months) — economic remuneration that supports natural connections between performers. - Removed all "porn" / "adult content" wording from terms and landing pages, replacing them with expressions like "sexy," "alluring," and "for ages 18+".
Focus for the next period
- Move to quarterly cadence (next: 2026 Q3 = July–September). - Refine inquiry categorization from performers and surface average days to resolution. - Establish a cycle that feeds back input from the public consultation desk into terms and operations. - Begin considering external review by an internationally accredited human-rights organization.
